AGREEMENT BETWEEN THE UNITED KINGDOM AND PORTUGAL FOR THE REGULATION OF THE OPIUM MONOPOLIES IN THE COLONIES OF HONG KONG AND MACAO.

Signed at London, June 14, 1913.

IN pursuance of the conclusions of the International Opium Con- ference, and in consideration of the fact that the geographical situation of the colonies of Macao and Hong Kong makes it neces- sary to regulate in a similar way the opium monopolies in the said colonies in all matters concerning the restriction of the consump- tion, sale, and exportation of pre- pared opium and repression of smuggling;

The Undersigned, duly autho- rized thereto by their respective Governments, have agreed to the following articles:-

ARTICLE 1.

The Government of the Portu- guese Republic, whilst reserving the right of managing and con- trolling the manipulation of raw opium and the sale of prepared opium in the colony of Macao, engage to introduce in the opium regulations of that colony clauses and provisions similar to those contained in the regulations of Hong Kong relative to the re- pression of the illicit trade in prepared opium.

TENDO em vista as conclusões da Conferencia Internacional do Opio, e considerando que, dada a situação geographica das colonias de Macau e Hong-Kong, neces- sario era regular de forma seme- lhante a administração dos exclu- sivos do opio n'aquelles dominios em tudo quanto respeite á restric- ção do consumo, venda e ex- portação do opio preparado e repressão do contrabando;

Os abaixo assinados, devida- mente autorizados pelos seus respectivos Governos, convieram nos seguintes artigos :-

ARTIGO 1.

O Governo da Republica Por- tugueza, reservando o direito de administrar e fiscalisar como entender o fabrico e venda do opio preparado na colonia de Macau, fará introduzir nos res- pectivos regulamentos preceitos e clausulas semelhantes ás con- tidas no regulamento de Hong- Kong tendentes a reprimir o commerció illicito do opio pre- parado.
